Job Summary: Zel Technologies has a requirement to provide a Sensitive Compartmented Information (SCI) Physical Security Specialist to conduct complex strategic planning and assessments, intelligence integration, information operations, planning, security management, policy analysis, and exercise planning needed to effectively plan and conduct the SOCPAC mission.

Essential Job Functions:
Support the SOCPAC Special Security Officer (SSO) in SCI physical security support needed to develop, implement, and assist in managing SOCPACs overall SCI phsyical security program. Specifically:

  • Assist in the management of the phsyical security aspect of the Sensitive Compartmented Information Facility (SCIF) lifecycle from concept approval; development and implementation of a SCIF construction security plan (CSP); completing, maintaining, updating, and submittined the Fix Facility Checklist (FFC) and TEMPEST Addendum to the FFC for accreditation/re-accreditation; and proper SCIF close-out procedures
  • Assist in the management of the SCIF construction security standards as outlined in the Intelligence Community (IC) Tech Spec for ICD/ICS 705 to include the technical security requirements for access control systems (ACS), intrusion detection systems (IDS), sound masking systems, and the use of closed circuit television
  • Provide guidance, oversight, direction, technical assistance, and training to each appointed SCIF Special Security Representative (SSR) to ensure:
    • Annual SCIF self-inspections are conducted, documented and maintained in accordance with (IAW) applicable SCIF requirements
    • SCIF intrusion detection system (IDS) are tested semi-annually, documented and maintained in accordance with (IAW) applicable SCIF requirements
    • Develop SCIF specific Standard Operating Procedures (SOPs) for how that SCIF will be managed and aid in the staffing of the SOPs for approval and ensuring these SOPs are reviewed/approved annually
    • Develop SCIF specific Emergency Action Plans (EAPs) to ensure the proper protection of the SCIF during an emergency situation and aid in the staffing of the EAPs for approval and ensuring these EAPs are reviewed/approved annualy
  • Coordinate and process approval and accreditation all requests for a Tactical SCIF (T-SCIF), Secure Working Area (SWA), or Temporary Secure Working Area (TSWA)
  • Manage all SCIF accreditation documentation fr all SCIF under the security cognizant of the SOCPAC SSO
  • Proces approvals for all SCIF physical security waivers and ensure the waivers are properly annotated and maintained on file for the SCIF it pertains to. Ensure an annual review is conducted and documented for each waiver granted
  • Conduct annual in-depth Staff Assistance Visit (SAV) on each SCIF under the security cognizant of the SOCPAC SSO and ensure the results are documented and maintained in accordance with applicable SCIF requirements
  • Coordinate with the SOCPAC appointed SCI Information Assurance Officer/Manager (IAO/IAM) on issues that may affect SCIF accreditation. Must posess a good working knowledge of IAO/IAM policies and procedures related to SCIFs
  • Assist with SCI personnel ecurity duties to include conducting sci pre-screening interiews, staffing SCI nomination request for approval, conducting SCI indoctrination briefings and debriefings, processing incoming/out-going SCI visit certification in Joint Personnel Adjudication System (JPAS)/Joint Clearance and Access Verification System (JCAVS) or through other various methods, updating JPAS/JCAVS to add and remove accesses, and updating the organizations badging system/ACS to grant/remove accesses
  • Interact and effectively communicate with personnel at every level of leadership
  • CONUS and OCONUS travel may be required

Knowledge/Skills/Abilities:

  • 6 years of experience developing, implementing, managing, and maintaining a robust physical security program for the Federal Government
  • Completed Intelligence Community Directive (ICD) 705 Physical Security Course (or equivalent)
  • 2 years of experience reading and interpreting blueprints/drawings to ensure facilities meet security requirements
  • 2 years of experience utilizing Joint Personnel Adjudication System (JPAS) and Joint Clearance and Access Verification System (JCAVS
  • 4 years of experience applying security standards that apply to SCI facilities (SCIFs) as outlined in Intelligence Community Directive (ICD) 705, Intelligence Community Standard (ICS) 705-1, IC Tech Spec for ICD/ICS 05, and DoD Manual 5105.21 Volume 1-3
  • 4 years of experience manging all the phsyical security aspects of the SCIF lifecycle from concept approval; developing and implementing a SCIF construction security plan (CSP); completing, maintaining, updating, and submitting Fix Facility Checklists (FFC) and TEMPEST Addendum to the FFC for accreditation/re-accreditation; and proper SCIF close-out procedures
  • Developed at least one in-depth SCIF Standard Operating Procedures (SOPs) and SCIF Emergency Action Plan (EAP)
  • 4 years of experience evaluaating and processing approvals/accreditations for Tactical SCIFs (T-SCIF), Secure Working Areas (SWA), and Temporary Secure Working Areas (TSWA) in a non-traditional environment to perform critical contingency tasks
  • Security Fundamentals Professional Certification (or equivalent)

Education:

  • Bachelor's (BS/BA) degree in any field or at least 15 years of military experience

Special Requirements:

  • Current DoD Top Secret clearance and elible for SCI access
