Job Summary: Zel Technologies has a requirement to provide a Foreign Disclosure Representative to conduct complex strategic planning and assessments, intelligence integration, information operations, planning, security management, policy analysis, and exercise planning needed to effectively plan and conduct the SOCPAC mission.

Essential Job Functions:

Executes, implements and manages the Commands overall Foreign Disclosure program.  This position requires an in-depth understanding and knowledge of the National Foreign Disclosure program IAW National and DoD Foreign Disclosure Directives and Policies.   Performs duties independently involving the formulation of foreign disclosure policies and procedures, and coordination of complex and multiple staffing actions; and coordinates with high-level officials at O6 and higher by executing and updating assigned disclosure actions in response to request. Specifically:

  • Assist in the management and administration of the full range of foreign disclosure duties encompassing foreign visits, foreign disclosure request and determination, training and briefings, and TSOC and Theater policy and procedures update.
  • Develop, conduct, and document Foreign Disclosure orientation briefings
  • Ensure documentation is processed IAW COCOM, TSOC and DoD Guidance and Regulations.
  • Review/edit various Classified Military Information (CMI) products for Government approved release and process RFIs from foreign governments and international organizations.
  • Coordinate with DIA and COCOM in obtaining security clearance information and verify foreign national status prior to Government approved release of classified material and ensure all classified material is passed appropriately.
  • Work with Special Security Office, Foreign Disclosure Office, Facility Security Office and Subject Matter Experts to make recommendations regarding proper marking, disclosure determination, and level of classified information.
  • Participates with COCOM and SOCOM Foreign Disclosure office with all oversight requirements; assists in managing a wide range of complex and diverse issues concerning various aspects and categories of information releasability to foreign governments and international organizations.
  • Oversees, prepares and participates in foreign and domestic disclosure training and policy developments.
  • Assist senior staff leaders with regard to coordinating exception to national disclosure policy to the proper officials.
  • Primary participant in updating SOCPAC Security Classification Guidance by recommending implementation of disclosure releasability guidance for all categories (i.e. Personnel, Intelligence, Operations, Logistics, Planning, and Communications).
  • Acts as the Foreign Visit Manager coordinating all foreign visits requests for the Command.
  • Coordinates and ensures timely processing of Partner Nation Liaison Officers assigned to SOCPAC.
  • CONUS and OCONUS travel may be required.


  • Completed DIA Foreign Disclosure in-residence
  • Five (5) years of combined experience in intelligence, security and foreign disclosure of with at least one (1) year of foreign disclosure experience within the last three (3) years


  • Bachelor's (BS/BA) degree in any field

Special Requirements:

  • Current DoD Top Secret clearance and elible for SCI access
