Job Summary: Provide scientific, engineering, and technical assistance (SETA) to the Defense Intelligence Agency (DIA), Office for Science and Technology (ST). SETA will provided on-site support at Patrick AFB Florida. This position is required  to support management of unit and higher organization financial programs and resources in the DoD planning, programming and budgeting system (PPBS) and the intelligence community (IC) capabilities programming and budgeting system (CPBS).

  • Provide financial analysis to support management of unit and higher organization financial programs and resources in the DoD planning, programming and budgeting system (PPBS) and the intelligence community (IC) capabilities programming and budgeting system (CPBS).  
  • Interact with engineers, scientists and other professionals to understand S&T programs and goals in order to formulate justifications for resource plans, programs and budgets at detailed and macro levels for numerous complex technology development and fielding initiatives across multiple years.
  • Perform special studies to understand issues and make recommendations.
  • Provide inputs for briefs, information papers and information displays to recommend, support and document decisions for financial programs.
  • Support establishment metrics, collection and analysis of data and periodic reporting of actual performance versus goals for ST programs.
  • Recommend and assesses internal management controls and processes to ensure effective and efficient use of resources.
  • Expertise for parsing, evaluating and updating program data in DIA management systems.

Knowledge/Skills/Abilities:

  • Understanding of the DoD planning, programming and budgeting system (PPBS) and the intelligence community (IC) capabilities programming and budgeting system (CPBS).
  • Ability to read, analyze, and interpret technical journals, reports, legal documents, etc.
  • Ability to prepare reports and presentations to the customer
  • Ability to respond to inquiries from customers, management, and regulatory agencies
  • Ability to manage time & resources
  • Ability to delegate implementation plans to subordinate members of group
  • Must have excellent interpersonal skills
  • Must be a highly effective communicator
  • Must have understanding of MS Office applications, especially MS Excel

Desired:

  • IC experience is highly desired
  • Strong accounting background
  • Experience managing government projects
  • Knowledge of standard DoD acquisition regulations, practices and procedures is desired.

Education:

  • Bachelors PLUS 11-20 years directly related experience
  • Masters degree is desired.

Special Requirements:

  • TOP SECRET security clearance with eligibility for access to Sensitive Compartmented Information (SCI) is required

  • Must successfully complete a government-provided polygraph within 5-days of employment.

  • Standard office work environment.

  • Some travel required.
