Job Summary:

The position is located in Arlington, Virginia supporting the Joint Improvised-Threat Defeat Organization (JIDO). The contractor will support oversight of all JIDO C-IED capability development and planning activities, including current, future, sensitive activities, and special access capabilities. Support will include: integration of emerging technologies and concepts into the development of C-IED solutions, leveraging relationships with other government agencies (OGAs), industry and academia in order to enable the exchange of emerging technologies and concepts; the development and management of capability development plans to counter known, emerging, and future IED threats; and technical and budgetary input to determine mid and long-term R&D requirements. The position requires applicant to possess an active TS/SCI Security Clearance.

Essential Job Functions:

  • Assist in planning, coordinating and directing of C-IED investment execution and oversight.
  • Provide expertise in all matters regarding the applications of evidentiary and intelligence exploitation to help increase the rate of actionable intelligence production.
  • Support JIDO at briefings, seminars, and other working groups to document C-IED technology needs, developments, and studies.
  • Analyze identified capability gaps for potential application of scientific developments suitable and feasible for enhancing the effectiveness of necessary C-IED technology.
  • Research and provide professional analysis of unmanned aerial systems (UAS) and counter measures currently fielded or in development to determine the technical capabilities and deficiencies. Develop a detailed analysis of technical capability gaps based on operational requirements and expert analysis.
  • Develop recommendations in support of future C-IED
  • Work with Government, industry, and academia to understand needs and gaps to develop systems and procedures to address any identified capability gaps.
  • Perform other duties related to capabilities development as assigned.
  • Provide analysis for unsolicited C-IED proposals, science and technology white papers and technology outreach.
  • Represent JIDO at briefings, seminars, and other working groups to document that forensics technology needs, developments, and studies.
  • Assist in the preparation of written documents (e.g., memos, info papers, budget documents, significant activities, etc.) and briefing materials for JIDO, DoD or Congressional leadership

Education:

  • Required: B.S. or B.A. accredited degree    
  • Desired: B.S. or B.A. accredited degree in Engineering or Science

Special Requirements:

  • 2 years of military or IED experience
  • Must possess strong analytical skills with demonstrated experience in analysis with ability to analyze capabilities, operational situations and threat tactics, define problems, recognize and analyze alternatives and formulate recommended solutions.
  • Mastery in use of personal computers with extensive experience using Microsoft Office Suite. Excel, PowerPoint and other web-based applications are frequently utilized
  • Proficient in SharePoint navigation and operation
  • Preferred knowledge of counter-IED principles
  • Preferred knowledge of DoD acquisition processes.
  • Must be willing to travel
