Job Summary: The position is located in Arlington, Virginia supporting the Joint Improvised-Threat Defeat Organization (JIDO). Analyst will identify gaps and shape requirements for capability development. JIDO's requirements process enables the organization to rapidly develop and integrate C-IED capabilities across the Joint Force. Its mission is to provide critical counter and defeat improvised threat insight from an enemy or an outsider's perspective.  Specifically, support is provided to the Joint Operations Requirement Analysis Board (JORAB). The JORAB is the deliberative body that validates counter improvised threat requirements for JIDO. The JORAB Coordinator facilitates a weekly board considering identified requirements and coordinates the JORAB pre-brief, the JORAB meeting, requirement refinement meetings and updates and/or creates required SharePoint and the Core Process Database (CPD) entries. Part of the requirements management process is ensuring work done in the Requirements Division is completed in coordination with the business processes in place throughout JIDO.  The contractor shall identify and support the development of warfighter requirements and support the Capability Requirements Validation (CRV) domain process. The contractor shall recommend potential requirements to the Government for approval, understand capability gaps, and assist the CCMDs with drafting Joint Urgent Operational Need (JUON), Joint Emergent Operational Need (JEON), or Request for Support (RFS) memorandums. Additionally, the contractor shall coordinate meetings to refine requirement recommendations and recommend a validation status. The position requires applicant to possess an active TS/SCI Security Clearance.

Essential Job Functions:

  • Assess received or expanded counter improvised threats requirements from the CCMDs, Services, warfighters, and Director Requirements.
  • Prepare analysis in support of a validation decision conducting portfolio-level analysis.
  • Ensure data integrity and archive all key Government decision documents, JORAB meeting minutes, and other relevant materials to (CPD).
  • Recommend refined requirements to the Government addressing capability gaps identified by analysis of the counter improvised threat and disruptive technology portfolio.
  • Maintain regular communication with Service and key stakeholders.
  • Maintain and update the JORAB email NIPR/SIPR distribution list.
  • Coordinate Foreign Disclosure Office (FDO) approval of JORAB materials and meeting classification requirements.
  • Coordinate post-JORAB administrative functions including: tracking and reporting of progress on action items; maintain Requirement Tracker, CRV memo file, and templates for other documents and memorandums in Action Tracker.
  • Provide Requirement Division inputs into battle rhythm events as required, including Global-Counter Improvised Threat Action Review (GCAR), Iraq/Afghanistan OPS Support.
  • Develop and document methodologies and models to determine priorities for identified threats, operational needs, and requirements.
  • Work with the Joint Staff as requested regarding counter improvised threat programmatic issues.

  • Minimum of 4 years experience directly related to understanding the the requirements analysis and validation process.  .
  • Demonstrated experience in threat production and threat evaluation.
  • Background in enginering or physical science


  • BA/BS in Science, Engineering Diciplines plus 4 - 6 years experienceis required.
  • Bachelor's Degrees in other disciplines may be considered in concert with exceptional general experience is desired.

Supervisory Tasks: Some supervisory requirements

Special Requirements: Travel and temporary duty approximately 20% annually.
