Job Summary:  Provides scientific, engineering and technical assistance to the Defense Intelligence Agency (DIA), Office for Science and Technology (ST), Office for Advanced Technical Intelligence (ATI) and Space, Counter Space (SCS). Provides on site support at Patrick AFB Florida and possibly other locations. The contractor shall support Government contracting officers/specialist, CORS, and program/project managers.  First line support in answering questions from CORs, Project Officers, and Financial trackers.  Facilitate the planning preparation, coordination, quality checking, editing and tracking of acquisition actions to procure a wide range of materials and services in accordance with federal, DoD and DlA acquisition and financial management regulations.  Perform market research, analysis and preparation of cost estimates in support of life cycle acquisition activities.  Support project officers (and CORs) in the development of contractual documents for PR packages.  Review PR packages for formatting, consistency, appropriate markings, correct template was used, and review CDRLs (DD 1423-2). Examine and evaluate budget estimates for completeness, accuracy and conformance with procedures and regulations. Track update and report on budget execution. Input accurate and timely project costs into DIA accounting systems. Identify deficiencies in the flow of and collect missing information. Interpret reports from varied accounting systems to include DIA-unique systems. Support establishment and implementation of SOPs to support program management reviews and financial and performance audits.  Support SCS and ATI personnel with special projects to include scheduling and agenda preparation for visitors.  Establish and maintain files of official Government documentation in both paper and electronic form to be readily accessible and searchable.  Plan and implement internal business processes to ensure the successful completion of operational tasking.

Essential Job Functions:  

- Create all tabs and labels for new and existing contract folders, ensuring new contract folders are labeled with the appropriate information

- Ensure all parties involved during the source selection phase have signed their Nondisclosure Agreement.

- Vet and send classified addendum to requesting companies (includes all paperwork associated with sending classified).

- Develop, draft, and maintain acquisitions templates to ensure ST personnel have the most current templates at their disposal.

- Create cost comparison chart for CORs to use during the technical evaluation phase.

- Update/maintain the Patrick Contract Status and the CFO-ST3 Workload Tracker spreadsheets

- Create and coordinate SCS and ATI GPC purchase packages.

- Complete filing as needed (both soft and hard copy).

- Set-up COR training opportunities for continuous learning and also awareness of new Acquisition Advisories for policy changes to include but not limited to set-up VTCs for COR Seminars, Trainings,  Workshops, etc. 

- Initiate contractor performance evaluations (CFE) with CS.

- Track all CPEs and ensure the CORs are meeting the contractual obligation of completing these on time for 1 year after contract award (if longer than 18 months) and at the end of the contract period of performance. 

- Initiate contract closeout process with COR and CS.

- Review contract closeout paperwork and ensure the closeout package is completed for CS, then CO reviews. 

- Prepare weekly reports for office (when required)

- Order supplies for office

Desired: Knowledge of standard DoD acquisition regulations, practices and procedures is desired.    

Education:  Associate's  Degree, plus 4-8 years directly related experience

Desired:  Bachelor's Degree, plus 6-10 years directly related experience is desired

In Lieu: 9-12 years experience
