Job Summary:  The position is located in Reston, Virginia supporting the Joint Improvised-Threat Defeat Organization (JIDO) J-6.  The applicant will serve as the technical lead for the JIDO J6 program responsible for the development, testing, and production of an ACAT III software program, including DoD acquisition documentation.  The individual will overseeing the technical aspects of the program - development, acquisition, testing, life cycle support, resources management, scheduling, personnel and facilities.  DoD acquisition certificates preferred; applicant must have and maintain an active TS/SCI security clearance.     

Essential Job Functions:

  • Responsibilities will include developing official program documentation in line with regulatory (i.e. DoDD 5000.02) and legislative guidance.
  • Prepares technical program and acquisition documents and correspondence, including briefings, talking points, read ahead material, information papers, and staff packages are prepared, coordinated, and consolidated for executive level review.
  • Offers operating advice and assistance on technical issues such as methodologies, asset management, records management, planning, strategic and operational planning, and technical process improvement.
  • Authors and develops program submissions to include Provide programmatic and technical advice and decision support for senior level decision bodies, Integrating Integrated Product Teams (IIPTs), Overarching Integrated Product Teams (OIPTs).
  • Provide quarterly Defense Acquisition Executive Summary (DAES) assessments, Critical Change certification and Nunn McCurdy certification, author and updating Acquisition Program Baselines (APBs) and assessing program acquisition as appropriate for the individual program and ACAT level.
  • Provide authoritative advice on technical aspects of the program within the lens of an intelligence analyst.
  • Oversee the technical processes, procedures, improvements and tools for program execution.
  • Prepare and coordinate technical program reviews and analysis.
  • Plan, supervise, and execute test and evaluations.
  • Develop technical project management policies, planning, requirements and direction.
  • Lead and review all software and engineering issues, solving complex problems and providing solutions.
  • Participate in the development of cost, schedule, and performance objectives and their subsequent achievement.
  • Perform a full range of administrative and technical supervisory duties.
  • Performs other duties as required.

Education:

  • Required: Education and Experience: BA/BS degree from an accredited college or university or equivalent degree required.  3-5 years acquisition experience required with at least 3 years in a program office.
  • Desired: MA/MS degree from an accredited college or university or equivalent degree     
  • In Lieu: 4-9 years acquisition experience required with at least 3 years in a program office.     

Special Requirements:

  • Active TS/SCI Security Clearance is required.
  • 3-5 years acquisition experience required with at least 3 years in a program office.
  • Must have a thorough knowledge of DoD acquisition and life cycle management.
  • DoD acquisition certificates preferred.
  • Must have a thorough understanding of the software development life cycle.
  • Proficient in the use of personal computers with experience using Microsoft Office Suite and web based applications are required.
  • Experience briefing senior and executive level leadership.
  • Desired - Certifications in project management and/or software development (Project Management Professional, Scrum Master, etc.)
