Job Summary: Provides scientific, engineering, and technical assistance to the Defense Intelligence Agency (DIA), Office for Science and Technology (ST), Office for Advanced Technical Intelligence (ATI). Provide signal processing and algorithm development subject matter expertise specifically addressing multi-phenomenology collects and datasets.  Investigate and evaluate emerging S&T in commercial applications/markets and R&D projects conducted by universities, other Government organizations and private industry to recommend new technological opportunities to satisfy DIA requirements.  Participate as subject matter expert in working groups and other venues relevant to application of S&T to intelligence problems. Support planning, programming and budgeting activities with S&T proposal descriptions and justifications.

Essential Job Functions:

  • Perform, support, and/or evaluate processing of signals acquired using a variety of sensor platforms.  Identify and characterize time-domain signatures, frequency domain signatures, and joint-time/frequency signatures using Mathematica or an equivalent software package.  Document issues, observations, deficiencies and other findings both graphically and as textual explanations for reports.
  • Performs digital filtering, decimation, compression/decompression, complex demodulation, deconvolution, discrete Fourier and similar transforms, spectral manipulation, wavelet analysis, coherent processing, and beamforming. Creates algorithms and automated processes for detection.  Standardizes software and manages software configuration.
  • Provide technical support for tests, exercises, pre-operational planning, setup, and operations. Provide support for planning, coordinating, managing logistics, operator training and general execution of tests, evaluations, exercises, training and operational fielding.   
  • Support systems engineering activities to analyze user requirements and operational capabilities and constraints, define objectives and develop concept and system performance levels and constraints. Perform functional needs analysis and allocation to decompose and translate intelligence operations requirements, concepts and systems into design solutions. Define scientific and engineering concerns, realities and limitations. Specify enabling and critical technology, subsystems and verification path.
  • Investigate and evaluate emerging S&T in commercial applications/markets and R&D projects conducted by universities, other Government organizations and private industry to recommend new technological opportunities to satisfy requirements. Support planning, programming and budgeting activities with S&T proposal descriptions and justifications. Develop technical documents supporting development, acquisition, and integration programs.
  • Perform examination of intelligence operational requirements, interpret user needs and provide input for system capability requirements documents with regards to scientific and engineering realities and limitations for specification of key performance parameters, initial capability descriptions and capability development documents.
  • Conduct market analysis to evaluate maturity and suitability of potential technology solutions to satisfy documented needs. Identify and assess alternatives for effectiveness and performance, cost, schedule, compatibility of concept of operations with existing infrastructure, personnel and doctrine, and overall risk in terms of sensitivity to changes in assumptions and variables, technological maturity, integration challenges, manufacturing feasibility and other considerations.
  • Support systems acquisition planning activities to include: defining project scope and tasks; creating work breakdown structures; building schedules; estimating resources, costs and budgets; and developing plans for test and evaluation, systems engineering, life cycle maintenance/logistics and others.

Education: 

  • BA/BS + 6 - 10 years OR 9 - 12 years experience in lieu of degree

Special Requirements:

  • Ability to lift up to 50 lbs while supporting test events
  • Travel and temporary duty approximately 15 - 20% annually
  • Member must pass a Polygraph within 7-days of employment
