Job Summary: ZelTech's Program Manager Systems Development position will support the Air Force Technical Applications Center's (AFTAC) Systems Development (SD) Directorate with acquisition efforts and transitioning of system concepts to operational capability.  This position's primary role is to support the Systems Development Directorate with new mission system acquisition requiring an individual with a strong background in tailored acquisition and program management. The successful candidate will be able to manage and direct execution of multiple programs with various scope and scale within contract requirements to assure that cost, schedule and performance goals are met. They will have experience acting as the interface, communicating and coordinating with internal and external entities on matters pertaining to ongoing and emerging projects. In addition, the candidate should bring ideas and approaches on how to organize and build an agile acquisition organization capable of regularly repeating successful transitions of ideas to capabilities. The Ideal candidate should have commanding knowledge of the software development lifecycle, agile processes, systems engineering, and resource management/business processes with relevant education, training and experience in areas such as: computer systems engineering, software development, program management, or other relevant field. Successful candidate must have and active TS/SCI security clearance.

Essential Job Functions:

  • Support acquisition and transition of technology to operational capability
  • Provide tailored acquisition and program management support
  • Strong communicator who can take technical speak and turn it into executable requirements
  • Lead tailored program management review infrastructure which will include running PMRs, developing integrated master schedules, and day to day mentoring of our technical workforce
  • Develop and employ repeatable processes (Continuous Process Improvement)
  • Support through system engineering activities multiple programs simultaneously
  • Provide software development program management experience
  • Help guide the development of SD Directorate and provide/implement best practices
  • Manage and direct the daily execution of contract requirements to assure that cost, schedules and performance goals are met
  • Provide interface, communication and coordination with internal and external customers on matters pertaining to ongoing projects
  • Participate as a team leader on all contract activities and insure that customer and company requirements are met throughout the life of the project(s)
  • Represent management at program reviews, meetings, seminars, etc.
  • Formally identify, assess, monitor and mitigate risk throughout the program life cycle
  • Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise

Knowledge/Skills/Abilities:          

  • 5-10 years of PM/acquisition experience in an agile, technically focused organization
  • PMP Certification (or equivalent) in Program Management (PM); Systems Engineering (SE), or other relevant field
  • Working knowledge of software development life cycle
  • Read, analyze, and interpret technical journals, reports, legal documents, etc.
  • Prepare reports and presentations for both executive and technical staffs
  • Oversee daily activities of area or customer
  • Respond to inquiries from customers, management, regulatory agencies, or members of the business community
  • Support development and/or execution of policies, procedures, & guidance
  • Ability to research technical issues & prepare reports
  • Ability to identify and solve problems
  • Ability to manage time & resources
  • Ability to delegate implementation plans to subordinate members of group
  • Good interpersonal skills
  • Effective communicator
  • STEM background desired
  • Program Management Professional (PMP) certification desired
  • Black Belt CPI desired

Education:

  • BA/BS + 10 years experience OR 14 + years experience in lieu of degree

Special Requirements:

  • Active TS/SCI Clearance required
