Job Summary:  Reports Officers are needed to assist the Defense Security Service (DSS) Collection Management Branch (CMB) to generate Counterintelligence (CI) reports and process Intelligence Information Reports (IIRS). Report Officers will review DSS Suspicious Contact Reports (SCRs) and Unsubstantiated Contact Reports (UCRs) and analyze the reported information to determine if it satisfies DSS, DoD CI or other agencies' collection requirements. The government will then determine suitability of the SCR and UCR for processing into an IIR. All IIRs will be drafted in accordance with DSS and Defense Intelligence Agency standard operating procedures.

Essential Job Functions:

Each RO will be expected to produce a minimum of five reports per RO each day with a +/-10% variation, which comes to a minimum of 25 reports per week. Draft IIRs shall be submitted for review to the CISA that produced the SCR or UCR. The CISA will have the opportunity to provide corrective comments to the RO, no more than once per report. The CISA has up to ten business days (two weeks) to review the report and get back to the RO. If within those ten business days the CISA does not reply to the RO, then the RO shall send the report to the branch chief or representative for review. Draft reports submitted to the branch chief or their representative will be 90 percent error free. The branch chief or their representative will have one opportunity to make comments and provide feedback on the draft IIR. The RO will implement all changes provided by the branch chief or their representative prior to resubmitting the IIR for serialization within the HOT-R. Once the IIR is serialized and submitted for release to the branch chief or their representative it is considered complete.

An IIR report will consist of the following: at least one Country of interest; a Subject line with no more than three lines; Date of Information, Cutoff Date and Date of Acquisition; an Executive paragraph and at least one text paragraph and add paragraphs as needed per report. If an identification paragraph is needed, then make sure to include it within the IIR. All IIR reports will answer at least one intelligence collection requirement. Each IIR will include at least two Field Report Numbers (FRN), the Field Agent's and the IIR writer's.  

Knowledge/Skills/Abilities:

Must have the ability to write reports in a clear and concise manner

Must have experience with the following:

  • HOT-R HUMINT Online Tasking and Reporting (HOTR)
  • Intelink-S
  • M3 message retrieval system
  • TAC-S classified information retrieval system
  • Microsoft Office Suite
  • Minimum of two (2) years' experience with Counterintelligence or Human Intelligence (HUMINT) collection reporting
  • Works well independently or as part of a group
  • Ability to research technical issues
  • Ability to identify problems, communicate them to supervisor and propose solutions
  • Ability to manage time & resources
  • Ability to delegate implementation plans to subordinate members of group
  • Good interpersonal Skills and Effective Communicator

  • If selected as a Site Lead, may manage a team of employees and assist Program Manager with contract deliverables, on-site project and team management and customer engagement
