Job Summary: Provide Systems Engineering and Technical Assistance support to AFRL that includes acquisition assistance, program/project management, program analysis, administrative support, computer and data base operations, and other associated tasks as required by the government program manager.

Essential Job Functions:

  • Identify significant risks that impact program schedule, deliverables, and milestones.
  • Support acquisition planning by determining proper contracting method and contract type.
  • Coordinate with other functional activities to accomplish advance planning and ensure adequacy and correctness of contracting approach, lead-time, purchase descriptions, specifications, funding, etc.
  • Confer with other government agencies, military departments, and commercial concerns regarding mission requirements, contractual interpretations, policy, and program interpretation.
  • Interface with Mission Partners for Joint System Engineering and Acquisition support.
  • Support program activities pertaining to acquisition logistics, configuration and data management, contracting, engineering, manufacturing, program control, system safety, and test and evaluation
  • Under the oversight of the Program Manager (PM), attend meetings on behalf of the PM and assist in planning and technical exchanges between development contractors, segments, projects, and customers.
  • Review and assess project tasks relating to engineering, testing, integration, transition, deployment, operations and sustainment.
  • Perform as a program liaison to dependent/interfacing segments, projects, and programs.
  • Under the oversight of the Government Point of Contact (GPOC), attend meetings on behalf of Technical GPOC. 
  • Provide technical expertise and assistance to the GPOC through all phases of the acquisition life cycle.
  • Provide technical expertise and assistance to the GPOC during evaluation of developer proposals & cost estimates.
  • Participate in technical reviews, program reviews, and milestone reviews that support AFRL activities.
  • Under the oversight of the GPOC, develop and coordinate requirements; project plans and schedules; CONOPS; architecture diagrams; configuration management; and technical maintenance of program documents.
  • Work inter-agency programs and interface with customers including Program Managers, Comptrollers and staff, Policy personnel, and Security personnel.
  • Develop technical statements of work based upon general conversations with government program managers.


  • 10 years experience supporting the Defense Acquisition System.
  • Strong understanding of DoD 5000.02.
  • Strong understanding of the management principles and mandatory policies that govern the Defense Acquisition System.
  • Strong understanding of the following:
  • ---Contract types (CPFF, CPIF, CPAF, FFP, T&M, etc)
  • ---Contract award types (IDIQ, SBIR, BAA, BOA, GWAC schedules, etc)
  • ---Other Agreements (OTA, UARK, CRADA, etc)
  • ---Proposal and general information solicitation
  • ---Contractual security regulations (dd254)
  • Strong understanding of the following DoD financial basics:
  • ---How and when appropriation occurs
  • ---Continuing resolution
  • ---Obligation and execution duration allotted per appropriation (particularly RDT&E, O&M, and Procurement)
  • ---Incremental v Full funding requirements
  • ---The seven RDT&E Budget Activities
  • Experience with inter-agency arrangements (MOA, MOU, MIPR, 616s, etc)
  • Experience with inter-agency arrangements (MOA, MOU, MIPR, 616s, etc)
  • Understanding of SCI security procedures (particularly documentation procedures, document marking, SCG reference, etc).
  • Ability to develop an acquisition strategy given a requirement and estimate of available resources.
  • Ability to develop a procurement strategy given a requirement and estimate of available resources.


  • Previous Contracting Officer, Contracting Officers Technical Representative (COTR), or  former AFSC 62-64 (or other service equivalent).
  • Understanding of computer science and computer science networking.


  • Bachelors. Computer Science, Computer Engineering, Computer Networking, or Technology Management desired.
  • 15 years of experience in lieu of degree

Special Requirements:

  • TS/SCI Security Clearance required
